Are you seriously expecting a documentation about a DAW to explain to you what file handles are and why it would make sense to close them sometimes, but usually doesn't? That's not documentation, that's garbage text from someone who failed to document the program he's supposed to document. If a user is not sure whether he should enable those, it's because Cockos failed to document their program.
I think that's a perfectly reasonable way to document it. A manual can't teach you everything and has to assume some prior knowledge that can be acquired elsewhere because it's not specific to the software. You probably also complain when a manual doesn't explain what a frequency is. Maybe you also expect your manuals to teach you how to read at the beginning?
