So in Waveform 11, what are the steps
for affecting the pitch of a wav file with the chord track. Can't seem to find a video on this or in the manual. Or was this feature left out for some reason?

Yes it's part of Waveform-11, it is somewhat a bit hidden imo ( I should put in a PR to have it in the clips context menu ) , but I have been using the new feature.
(1) With a clip selected click on 'loop properties' on the properties panel.
(2) Set a root note.
(3) Select 'Auto Pitch' (there will now be 2 options below, 'key' and 'chord track' (monophonic).
(4) Obviously choose chord track and listen to the magic happen
