It uses a compressed form of audio called BRR (bit rate reduction) to store samples and wavetables yes. But it also has a noise generator, custom interpolator and and a unique echo/delay/filter thats very characteristic.

Combine that with carefully crafted samples and you get very close to experiencing
making soundtracks for the hardware circa early 90s.
There is of course more to it, but can't say more for now.
