You could probably synthesize something quite simular with a narrow pulse wave. I'd say 80% of a convincing emulation is in the playing technique (pitch bends, decorative notes {that is not the word I was looking for but can't think of it} and possibly using a micro tuning scale)

I'm pretty sure I could replicate that with Respiro. You'd need a wind controller or at least a breath controller along with a keyboard to pull it off.

Yeah, it’s a zurna. Probably the Safwan Matni VST or a live one.

Many paid and free VSTs as well as Kontakt libraries. As well as HW synths/drum machine and acoustic instruments.
