Installed Waveform 11 offline on a new Win 10 machine and it activated with keyfile OK. When I started to set up for my first project-no plugins were scanned and there were no vsts in any of the Common folders.
Anyone out there with similar experience? How can I get plugin files or should I uninstall/reinstall? Very short on time and I'm supposed to be recording in four days. Please help if you can.

Try pointing Waveform to the Vst folders in the plugins tab, I think it's scanning add path or something like that.

NEW CLEAN, FIRST INSTALL WITH WF 11 INSTALLED OFFLINE AND ACTIVATED WITH A KEYFILE. NO INTERNET CONNECTION. CAN I FIND THESE FILES SOMEWHERE ON THE TRACKTION SITE?

You should have inbuilt plugins in drop down on grey button with + top right waveform

Ok, what plugins you're reffering to (names)? Is that Tracktion plugins or some third-party plugins?

If / when you install 3rd party plugins waveform should recognise them and ask if you want to scan.

Scanning for plugins is one of the setup tasks - along with setting up audio and a few other basic things. Even if you didn't install any .vst's yourself, the basic install AFTER scanning should have at least discovered a few Waveform built-in instruments and a large number of sound modifiers (EQ, reverb, etc.).
