What do you mean by the plugin finder?
1. Plugin list in the Settings?
2. Plugin menu list that shows up when you drag the add plugin icon to a track?
3. Visual plugin selector that appears when you right-click the plugin icon?
4. Plugins that show in the Search tab of the Browser?
5. Something else?
Assuming the VST3 version is installed and installed in the normal VST3 folder or a subfolder, it should show up at least in #1 above but may be hidden. (Should be checked under "Show".) Any of the plugins I own that have both VST and VST3 will show up together in the Search tab in the Browser (#4) and the VST3 version's icon will look like it includes a little 3.
Please note that the plugin menu list (#2) can be configured to list plugins sorted and grouped in different ways. In my case, all the VST3 plugins are in their own submenu group, so the VST and the VST3 versions of a plugin will not show up together.
When I type "VST3" into the search field of the Search tab of the Browser, all the VST3 plugins are listed.

Surely there must be consensus by now...

Thank you for the clarification. I've never really used that before. I prefer to search in the Browser. But I did a test and looked for a plugin that I know has a VST and VST3 version. I'm not sure what the sort order is and the visual plugin selector doesn't put different versions of the same plugin together but it does display both versions for me. Using the search box helps, but it also doesn't show which version is the VST3 version. I went to the Settings plugin list and gave the VST3 version an alias that makes it more obvious.
