No, it doesn't but it's hardly a problem. Weird, certainly, but not a problem.It doesn't make sense for tools to behave so differently as you switch sampling rates.
I'll take your word for it, I always work at 48kHz.Most modern VST synths retain majority of the character from 44.1 to 192.
