But seems as if what you're asking for is a plugin equivalent of what appsliced.co does with ios apps.

I searched for a plugin I had purchased a little while back at a reduced price and came across PluginDeals.net which looks interesting.Not aware of anything that tracks prices and emails alerts for plugins, but the following is the most comprehensive site for plugin discounts. You can search the history to find out retroactively how often vendors discount and at what percentages.
