I'm sure that I was able to do this in the past where I was able to define a custom plugin list. I'm looking under Settings->Plugins and for the life of me I can't see it, I thought it was done in here?

Is it right above the menu item highlighted in blue, to the right of the item you highlighted in red: "Show custom menu editor"?
Surely there must be consensus by now...
