Seventh Heaven (assuming you mean the regular version, not Professional) is better for someone who wants incredible reverbs with minimal effort.

SIR 3 is better for someone who wants flexibility and control.

I don't know if SIR 3 can be made to sound the same as Seventh Heaven. Seventh Heaven has a lot going on under the hood, it's more than just modulated and delayed impulses.
