Here's the really weird part: if I freeze tracks, I can tab back and forth with no trouble, which is how I rendered the full version of this track for the Tracktion In Action section a few days ago — but right now I can't even use that workaround — apparently File|Export doesn't use the frozen versions!

I made a new project in 10.4.7 with the same 4OSC instrument/fx stacks; it is fine. Plays right on initial load, no trouble from switching tabs.
That same project, imported into 11 and with the clips from the demo project I stuck on GDrive pasted into it, is also fine.
So I infer the problem project is corrupted, but in such a way that it loads without errors.

That's the same project you shared before.
