From an upgrade perspective the AMD would be better regardless, but don't underestimate the current i3. Recently put a 10100F in one of my builds and these are quite nice - 4C/8T now (instead of 4T with the 9100F) and about on par with the Ryzen 3 3100 while being a bit cheaper where I live. CPU choice,I wouldn't get an i3 ,if you have the budget get an Intel i5 or AMD Ryzen 5 3600 ,you need a strong multicore CPU
Definitely 16gb ram,At least a 500mb SSD
Graphics are usually on-board as is the soundchip
Plus of course peripherals,mouse,keyboard,monitor

Don't see myself running into CPU issues with either AMD or Intel quad cores soon, don't think it'll be an issue for the OP either. These are decent even for gaming and an occasional Twitch stream.
The R5 3600 you suggest is a great CPU, but it's more expensive and the op would need to add some GPU, which adds even further (GPU prices seem still stupidly high anyway).
