no im not trying to discount anyones input, but im pretty sure thats the case. Do you know of any free hardware diagnostic software I could use to check this stuff out?

So you've tried disabling a/v and other background services and it made no difference?
In that case, I'd make a copy of your vst folder, remove any vsts you have in the original and start up tracktion and do a full rescan, which should then set you up with no vsts at all.
Close tracktion again, copy energyxt into your empty vst folder, and start tracktion. Does it still hang? If not add vsts one by one until you find one that causes a problem. If it does, well, that's weird ...
Basically nobody knows what you've got on your machine at the moment except you, we just know that EXT and tractkion are quite happy together usually. So there's something throwing it off.

I don't think RonC understands how bizarrely interconnected everything is computerland. It is easy when looking at the computer as a black box to assume that if a works and b doesn't then b is at fault. Unless you have experienced the weird and wonderful world of dll hell, or that obscure hardware/bios misconfiguration that affects only one single program, you can be forgiven for thinking this way.
RonC: if it sounds like people are giving you fob off answers, you probably aren't getting what they are trying to ascertain. Any one program makes uses of 10s to hundreds of software libraries held in dll files. A single corrupt or incorrectly installed (windows believes the dll to be of a version other than it actually is) can cause problems. Since each application uses different functions within these libraries, or accesses them in different ways/orders a problem that exists may only affect a handful of applications and even then only occassionally.
Much the same is true of hardware. If you have some dodgy RAM, a program that creates a huge memory buffer then crunches it hard may crash every time you run it. Other applications may well crash, but so infrequently that you just write it off as general computer annoyances.
Without any commitment to diagnosis though, you are shooting in the dark for solving the problem. It may be that Tracktion or eXT are just a little intolerant to certain system criteria. Your system is still wonky, but those apps could be improved to handle the situation more robustly. Unless you can tellthe devlopers where to look though, again, you're on your own.

okay well now with the daddy-lecturing aside, I think I'm going to try chiko's method, except I'll just take out the vst dir's and just make a single dir with eXT in there. My computer runs just fine, and I seriously don't think that it is faulty ram as the culprit. Pretty strange stuff going on though
Anyone with an a64 cpu run ext fine?

IMHO, if there are more ppl experiencing the same issue, then it's more likely due to something nasty in T. But that doesn't make your case absolutely impossible...
Having said that, perhaps you'd want to check with Jules, see if he still got a debug version with logging function for your diagnosis.(AFAIK logging is removed from the official version now)
*don't use anti-virus software's live monitoring feature on your DAW, BTW. It doesn't make sense.

BWA HA! i figured it out, somehow... Very strange. I put ext in the folder by itself, cleared, and rescanned so it could do the setup for vst dir, which I did. After this, i just cleared and reloaded the rest of the plugins and it works fine now... hmmf
