Stopped digging because I sensed there's something dark and evil living inside Reaper.

The deeper I dug, the closer I got to the heart of the monster...

I am assuming that by "clicking on a given track on the left side" you mean clicking somewhere within the "track control panel?" If so, then try the circled options (preferences --> Plug-ins). Keep in mind that this option will switch to the highlighted track's UI if you click anywhere on that track (TCP or project window) which is why I prefer to keep the 'Only if any FX window is open' option enabled.
