If only operators could operate on note start/end.

Groove works by changing the note position, and velocity. As far as I know, operators can't shift note position. I'm wondering if groove could be implemented via new operators.

I think this is coming. Maybe as some kind of operator.
Personally I think I'd prefer it as a clip based action where you can create or choose a few different grooves for a project and apply them quickly. I want e.g. different grooves for snare than to hi hats. Groove from midi extract, groove from audio, then also a good groove library.
However it wouldn't surprise me if we have some kind or morphable operators where you can morph between two grooves in realtime. It bitwig after all

Something like RENOISE way of doing it would be a fine improvement too - could work well as a device.

Doesn't make sense to me to apply groove note by note. If you have a drum clip and want to apply a different groove to your hi-hats and your snare then note-based would be nice. However you could also split your drums into different clips for different grooves.
