When trying to modulate the Zebra2 OSC FX Filter with a simple LFO, it sounded like it was being modulated by something else at the same time which was very strange. Does the OSC FX Filter has design issues or incorrect algorithm? Thanks.

You should try to turn the Resolution knob all the way right in the OSC1 lower panel.
The manual says:
Note: When modulated, the speed and smoothness of most spectral effects DEPEND on the Resolution setting.
