Studio One 4 not recognizing Melda plugins

My hard drive crashed and I had to reinstall windows. I'm rebuilding my plugin collection etc, and can't get my melda plugins to load. I have a license for the complete bundle. I've reinstalled, checked file paths, etc. Presonus clearly recognizes the folders and registers the melda plugsin as vsts, yet they don't populate inside my vst lists when I have a session open. I have vsts from other vendors installed in the SAME folder and they load just fine. What is going on?
I should add that I had this same setup running just fine before my computer crash a few months ago.

Did you install the same format as your session? VST3/VST2.
Have you installed VST2 and used VST3 in your session? If all fails, I would use the delete old installations during install and do another install.
I've never had any issues.

what version did you start with?
What version(s) did you install to get to the current version pre-crash?
What os version where you on?
I'd try to recreate as much of that as possible.

I dunno what to tell you man. I tried EVERYTHING. I did all of that. I tried melda going back to version 13 which worked before. I rolled back Studio one to a previous version. I tried every combination. I've reset scan logs. I've searched this topic and tried everything that has been suggested to no avail. Studio one will clearly find the plugins during the scan, as it enumerates them, but none of them show in a session.

Studio One has a preferences folder under Help>Open Settings Folder with a PluginPresentation.settings file, among others. Sometimes you can move that to your desktop and relaunch the app and see what happens.
In the release notes of Studio One 5, it says that if you have 'graphics issues' to disable hardware acceleration from Preferences>General but I don't think this is your issue. It says this is mainly for macOS.
I'm sure it's no help to you but I'm on Windows 10 and Melda is loading fine in Studio One 5.1.2.62686.

the only thing that has changed from how it was before when it worked, is whatever windows updates have been installed.
I downloaded reaper and it wont recognize any of my melda plugins either so there is definitely an issue with the melda installer. ALL of and ONLY my plugins from Melda are in the "failed to scan" category in my VST manager in Reaper. How can I get someone from Melda to weigh in on this?

I managed to fix the issue. Apparently it was related to my internet connectivity. I use a program called PDA-Net to tether off of my phone. It hasn't been connecting reliably lately to my internet. I turned it off and used a different WIFI source and everything loaded properly. Now everything works as it should. Very strange. I'm leaving this thread here in case someone in the future has similar issue.
