Stupid question, is it enabled in midi devices( green)
Have you made it default input?
Does it show up in settings control surfaces? Is it selected?

Hi Rocksea, I don't want to start a fight, I couldn't, understand your last comment.
Till I re-read my 1st response to your op.
I genuinely was not trying to insult you, There was not really any information in the your 1st post, So I was trying to check the obvious to try to understand your problem.
My apologies if you were offended.

He was calling HIS question stupid, not yours. It's pretty typical way to ask a basic question without it seeming condescending.
I was also confused as to why it seemed to rocksea was being disrespectful, but I see it's just a misunderstanding.

This might be one of those recent "unplug your USB cable and reconnect it" issues many of us have been having since the last Windows update.
That might refresh it.

Just to be certain, this issue seems to be with USB: it's not a problem with the Oxygen Pro or Waveform. If you haven't, please unplug and reconnect its USB cable, or--if it's running through a USB hub--power cycle the hub. If you have done this, I apologize for repeating myself.

Sometimes I've had MIDI controllers show up in the Settings but not as a choice in for the track inputs. In some cases, closing and re-opening the edit has fixed it. A full reboot might fix the problem if that doesn't.
Is this a new controller or have you already been using it before this? As in, did it never work or has it stopped working?

Surely there must be consensus by now...

Being a controller PLUS a MIDI keyboard, is it possible you have to also enable the MIDIIN2, 3, and 4? Without reading the manual, it could be the OXYGEN 25 input is control only, particularly if it's been set up as a control surface; and the MIDIIN2, 3, 4 are keyboard splits, with IN2 being the primary one (which in the images isn't enabled ? ).
PS - what control surface type are you using? (both within Waveform, and on the keyboard).
From the same image, it also looks like Midi channel 1 is being filtered out (deselected), which may be the default you transmit on if you haven't customized the Oxygen 25.
