If you really want to achieve a flat line like that why wouldn't a brick wall limiter do the job ?
Why do you need compression "of every frequency" ?

clipping and limiting produce higher harmonics and in no shape or form a "flat" spectrum in that sense.

VirSyn has a plug-in called Bark but I can‘t comment on this one. I only own it on iOS and never use it. Afaik it can do equalisation/compression up to 27 bands on a signal.

Thanks so much for all your answers!
I really didn't care about the sound of it, I just wanted to have signal only from the absolute lowest dB to whatever max dB I wanted, destroying everything above that point.
And although MSpectralDynamics cannot go below -80 dB, and is not as fast as ReaFir, I really liked the results it gave me

I agree with you Ploki. I don't think you can limit a signal, even with multi-band targeting, and get that kind of uniformly flat line in the FREQUENCY response. In the waveform view? Yes, you can squarewave the whole thing if you want. But not in frequency response? But someone should try to achieve this and let us know how it sounded before (music) and after (noise).

Absolutely. You can easily enforce any properties that you like on as many or as few bins as desired without needing to change the neighbouring bins. In other words, clipping in the frequency domain is not going to distort the audio waveform in the same manner as in the time domain.
Limiting all or only some of the bins could result in distortion of the waveform which changes how it sums with other signals as, at the point that bin or sine wave reaches clipping/limiting the proportion of its amplitude to that of the frequencies or sine waves around it will be changed. And we can observe through Fourier Series how amplitudes of summed sine waves can radically impact on the resultant waveform.
