TAL and u-he make my favorite ones.
Full Bucket has a nice offering of synths that would cover a range of video game sounds.
There are many others. Even Youtube videos going over the best free ones.

I'm not sure that's what he's after. I think he's after cloud-based synths that can generate music while connected to the 'net, to keep the size of his game small.

You'll have to explain this a bit more. You want a software synthesiser that runs on a 16-bit console? If so, which console?
And is 'safe' because it... what? Doesnt crash the console?

I think the question is: are any of the free YM2612 or S-SMP emulator VSTs safe and stable? YM2612 is Genesis, S-SMP is Super NES. TurboGrafx had great music, but I don't think anyone's made an emulation of its sound hardware.
I recommend OP look at the chip music subreddits. There aren't a lot of chip composers here.
