What have i done wrong when all the U-he synths have to scan the library every time i do a new project in Ableton live?

You haven't done anything wrong.
It is a feature (but been around for awhile), but you can disable them in their preferences.
I think it is called scan at startup or something like that.

The first time after you start Ableton Live and load a plugin, it will perform a scan, to check if anything changed in the meantime. I.e. you might have installed a soundset, or moved presets around using the Windows Explorer.
The scan is the only way for the plugin to find out if you changed anything, else the preset browser would not display the presets and folders correctly anymore.
If you do not edit the preset library within Explorer, you can disable this scan in the preferences (scan on startup).
And to speed up the scanning process massively, you can exclude the plugin's data folder from Windows Defender scans.
