I have a touch screen midi controller. (Osc Pilot)
Is there a way of mapping a CC to MsoundFactory to control velocity? I have the option of Sliders as a widget Since my touch screen isn't sensitive.
Or would it be easier to set that in my DAW?

I don't think this is at all possible. Velocity values accompany note-on (and also sometimes note-off) MIDI events. There's no way a CC slider can be made to send note-on/off. They can often be made to send channel aftertouch, which is frequently a nice thing to have when MIDI controllers don't support aftertouch and implement really badly like both of my controllers do. So I've used a slider CC mapping to AT for ages. But for velocity, I think you're out of luck.
