Funny how things turned out, I'm on the verge of getting Waves on my blacklist if their support don't solve my issue:
So it happened that I switched between 2 computers this year, I initially bought a laptop, sold it, then bought a desktop which I'm using now. Initially, I activated the Gold bundle on the laptop that I had using their "once a year recovery" option, since the Gold bundle was already activated on another laptop that I've owned 6 years ago and sold long time ago.
Apparently, I cannot activate the plugins again this year because I can only "recover" their license once every year - now this is some high level bull$hit! I've contacted their support, and if they don't get me through it without extorting me to pay for WUP, I'll be so angry that I'm already having thoughts of taking a legal action.
I'm still giving them the benefit of the doubt until tomorrow when I hopefully get a response with a solution from their support. Until now I had zero issues with them, and then suddenly I have the biggest issue imaginable.

I had a similar issue and this is a warning for users which have some virtual network interfaces like I had on my laptop at the time. So I had a VPN client which creates those interfaces and Waves Central v.11 one day decided that my licenses stored on the hard drive are "disconnected" because apparently they compute the computer fingerprint also based on network interfaces and somehow their order was changed. Licenses tied to a single computer without a way to recover them as needed is another ridiculous issue, but that's a different conversation

I've transferred my licenses to USB and leave the USB plugged into the back of the desktop PC. I had a laptop before that completely died and my Waves licenses were the only ones that were real trouble to recover. Never again - mostly because I avoid using Waves products now where possible.
That "once per year" license recovery thing is such BS.
It's all designed to get you to "WUP" which just lapses again, and as a customer you never really feel like you truly own their plugins - they own you.
Charging for basic customer service is actually illegal in many countries.

Yes, some other vendors let you freely remove and add machines, which is of course much more preferable.
Too strong copy-protection in general is punishing the honest customers, which is a crappy thing to do.

I have a spare USB network adapter, so basically i need to chnage its MAC address to match my old laptop's network card's MAC, and then when i log into Central the licenses will be available for me to move them to the cloud?

Yes, that's basically how to do this - but you only need the USB network adapter if you can't change the MAC adress of the built-in one for some reason. And in that case you may have to (temporarily) disable it to make Central use the USB one instead.
I had to do this a couple of times and ocassionally it can be a bit of a hassle, but in the end I always managed to get my licenses back.
