4OSC works fine, but when I load in Vital (vst3), I can interact with the plugin like it is scaled correctly, but visually it is way off.
Any help?

Checked on MacOS Mojave with Waveform 11.5.17 and Vital 1.0.7. No problem, with vst2/vst3 versions. I'm not developer, but i think they will ask you for: which OS you use, which Waveform version, what scale options cause the problem? In other words - how to reproduce it.
PS. after changing Vital scales i've noticed some lags in it's UI response. So i think, it can be plugin problem.
