If I'm reading the manual correctly it is possible to connect individual plugins like a wire chainer. Is this right? Can I do a "cable" connect from an EQ on one chain to a reverb on another chain and send signal to it? If so, I hope someone has a good description of how this is done.

You can do such routing with MIDI only. Audio follows the chains in order, as shown in the manual:
