Every time I export an edit to a specific location (ie Desktop), Waveform starts saving every file in that location. I want it to keep saving files to the default edit location.

I think that might be the default behaviour for most DAWS, I could be wrong but just tested with LMMS and Reaper and after a 'Save as' and a restart the last path used is where I had last changed to. It maybe is a good idea tho to have a default save path.

It's not just DAWs. I think it's part of the OS's Save or Save As dialog box. (For Windows, anyways. I don't know about other OSes.) It can be frustrating the other way around, too. Imagine having to save out 100 clips and each time you had to navigate to the correct folder.
Some DAWs make things easier by adding some favourite locations you can easily jump to. That would be a nice feature to have.

Surely there must be consensus by now...

I guess I did not explain the problem well.
Waveform saves the audio files in the project default folders (Recorded Audio, Imported Audio etc).
If I render a clip, Waveform saves the render in the rendered Audio Folder. All good.
If I flatten a clip, it saves to Rendered Audio. All good.
Now, If I render the edit and save the render to a different folder, let's say the Desktop for instance, Waveform starts saving all rendered files (ie: flatten clip, render clip etc) to Desktop.
I think it is a problem.

No you are not alone, I have experienced this and still do unfortunately.
I'm pretty sure this question has been brought up before.
But to my knowledge I don't think it has been addressed with a response by TSC
