As an aside, I think I've actually only bought Motor from them (through PB, ~£7) yet becuase of this can get Wires for half it's usual price (€29). The code still works -- just tried to checkout an item while not logged in. The $50 code can only be used with purchases $75 and above, so maybe that's the issue.

I think so too, for about a month now. Based on their support page, they can't be stacked:
1. Product Vouchers
Vouchers that reduce the price of a specific product.
For example, product intro vouchers, crossgrade vouchers, Flash-Sale Vouchers.
2. Cart Vouchers
Vouchers that reduce the price of several products or the price of the entire purchase.
For example, loyalty vouchers, Cash-back vouchers, Any Plugin for $29.99, Survey vouchers and gift vouchers.
You are able to use one cart-related Voucher per purchase and one product-related voucher per product.

About PA vouchers, with basically a free $50 voucher to all, I think that doesn't make sense to sell the $75 for more than 15 I guess... my reasoning: most of us want a $75 voucher to buy a $99.99 plugin for $24.99. With the $50 voucher, it would cost $49.99.
In that case, doesn't make sense to pay $25 for a $75 voucher to spend more $25 on PA site.
