That's what I've heard, but how would White Zombie and others have pulled such a clean loop from a sound so far behind other sounds in the mix on workmen. Unless there's a part on workman I've missed where it's that noise isolated.
i don't know whether these dates are right, but wikipedia gives the release date of the beavis and butthead soundtrack (the song is beavis's peyote freakout in the desert scene) as early november and C&C red dawn as late november. so, a rip from red dawn doesn't seem likely to me. also, sister machine gun credits white zombie on the sleeve notes: it would be a bit of brass neck for white zombie to demand the credit if they pulled it off a game soundtrack.
personally, i reckon it's off a rompler and according to poster at reddit, the roland jv-2080 is all over frank klapecki's soundtrack for the game (along with the ensoniq asr and roland s760). he used the jd990 before that. it does sound a bit like a sequenced patch you'd find lurking in the third or fourth patch bank in a roland rompler from that time – they loved doing these wavesequenced things – though it might be from an expansion board, which might explain why it's not used a lot more widely.
you could do worse than ask charlie clouser: he posts at gearspace and vi-control a fair amount. i think he worked on remixes and sound design for white zombie around that time.
