I have an app ( Sundog), which sends midi -signals via IAC- bus to a DAW on different midi -channels. To receive these signals the DAW must have a choice for a midi - channel per track or rack. Is this possible with Mulab?

Yes, it is. I guess the easiest way is:
1. Make sure that Mulab receives midi from your IAC-bus: via 'MULAB->MIDI Setup', set one of the unused input ports to your IAC-bus
2. Add a few (or 16 if you need all midi channels) instrument Tracks/Racks
3. Via 'PROJECT->MIDI Input Channel Targets', you can send data from a specific midi channel to a 'Target'. In your case, it will be one of the Racks you've just created. Make sure you select a Rack (with a small distinctive Rack icon) from the list
