Create clip and create midi notes

An exampe:
Can I use the controller API to press some button on my controller and what I get is:

A midi clip as long as the current time selection or as long as the current loop region
Filled with 16th notes on c3

Instead of having 16th notes. Can I create chords? I guess what I am looking for is, if there is a API function to create midi notes in a midi clip.
