Usually twice a year I think around easter or when a new version is released and this. I think last time when 11 was released it was 20% off (at least upgrades).

They tend to combine it with the new year sale, so generally it goes all the way into the first week of January or so

On Plugin Boutique the promo started in nov. 19 and end the 29 november, usually it is the same for all resellers.
