a CPU can be a terrible bottleneck of course. 15.600 clock cycles says nothing, i have q9550 for instance runs at @2.83 that isn't the same of my 5900X @2.83.... IPC is what you must look for. but still... 15.600 clock cycles seem a lot, but instructions can eat more cycles, there are interupts, data must be read from memory, and written back, and then it must transferred to the soundcard.
well let focus now only on a CPU, Pigments 3 is big example, nowadays, try it different CPU's, with the same soundcard. (that won't be the only variable, but you will get an idea).
