I think ABL3 is probably not quite as good although it does scratch the 303 itch. I've not used the Roland cloud version but when I demoed ABL3 I felt it had less modulation options than d16's Phoscyon (which doesn't work on my M1 machine). Someone suggested HY Seq32 plus most analogue synths would do a good 303 impression.

ABL3's sequencer can output MIDI, which is quite handy. Tried it with Massive X once, and, it sounded pretty authentic.

ABL3 as a 303 emulation is great though. Whether or not it's worth it when the TD-3 is so inexpensive is another story.

I've no idea how the Roland Cloud 303 is though.
