I use Reaper but stopped using the EQ long ago for modulation as it had errors that caused jumps as against smooth transitions - might be fixed now tho. But if you must pay for something then https://www.toneboosters.com/tb_dualvcf_v1.html is simple, cheap and good.

Regarding Reaper... there's nothing in there I'm aware of that's really going to cut the mustard for the kind of effect I'm looking for, not without a lot of tweaking anyway.

Replika has a clean and dirty mode and is pretty easy to use. It's not a bad price too! Also once you master this you can get a upgrade to Replika XT which has been my go-to delay for a while now. As a bonus you also have a diffusion effect for reverb style effects.
If you just want a nice clean delay with a minimal set of controls then this is the one.

It's got a artifact free delay buffer. So you'll get back what you put in and then if you want you can apply filters, drive etc and what not as you want. It also has a unique modulation system if you want to get a bit experimental.

Their free Snap Heap plugin is really awesome as well, it comes with a lot of presets and you can use them even if you don't have the snapin modules
