I don't know if I am being thick or what, But I want to download Waveform for Linux, the problem is, that the only computers I have that are connected to the internet are all Windows PCs. As fare as I can tell, Windows download manager only download Windows Waveform, and so I need the Linux downloader...but that won't work on a Windows PC I can't see any other options
Have I overlooked something???

As asprog says or you could instead spoof the OS ( user agent ) from your browser.
You can do this by a few methods, but it you don't want to install a browser addon it can be done from the 'developer-tools' option in your browser [ ctrl + shift + i ] .
I forget just off the top of my head how to navigate to the required field, I will leave that up to an exercise for the OP, but when I did it before ( to download a windows specific file from my Linux OS ) It worked and was easy to revert the changes.
search the term ' spoof os browser ' or ' spoof user agent ' will yield the required info.
