If plugins were metered and charging by the minute wouldn't that require the machine to be connected to the internet so that the usage can be reported to the mothership? That's a big no no for lots of pros who purposely keep their machines offline.

The timer could be local. Heck, it could be make to work via a bluetooth connection. I imagine the 'top off' license file would be a few kB at most.
