There is always the oldest reverb your DAW has. Logic has Silververb which is great for this kind of thing.
Unfiltered Audio's Byome also has a Lofi reverb which features a bunch or early reverb algorithms. There's Wave's Lofi Space. It has a plate anda spring, I'm just not sure whether it does the lofi thing outside of the RetroFi environment.
You could also grab any algorithmic reverb and follow it with a bitcrusher and a low pass filter. I find 12-bit a good place to start.

IRs will sound as "shitty" as you want them to with MConvolutionMB for example and especially processed with an Audio Editor. You might even make some IRs of the mentioned plugins with an old PC and do no good to them as you like.
Or you might try the Korg MDE-X, the AIR FX and other cheap plugs around.

the korg mde-x may well sound too good for this application.
with melda's mturboreverb you can cook your own bad algorithm. a few allpasses and delays in a row should do the job.

Another thing you could try is putting the reverb on a send and then following it up with like a bit crusher or some other distortion and maybe some eq and compression for general tone shaping.
If you basically come up with some kind of "post reverb" processing technique it means you'll be able to try out other reverbs and other ideas, such as s spring or reverb.
