I sympathise because the UK government imposed new county boundaries and names in the early 1970s and despite a long and ultimately successful campaign to change some back, many websites persist in showing the unwanted (and often hated) name.

However, the Tracktion company has little choice but to use some third party system that they are probably unable to alter, and they can't know the local situations of every single place in every single country in the world. They write, maintain, and sell software. I'm afraid you'll need to compromise. The billing address is virtually meaningless anyway, other than perhaps to help verify the details of payment cards.
