2 What is the difference between Transport and Note in Modifier Settings?

(1) If you are self modulating a modifier property, it's Assignment can be offset or value/level changed. Example choose 'Phase' of the actual LFO and modulate it, when you click on this in the modifier list [ left side of your image ] it 's values will be in the list in 'Parameters' tab.
(2) Transport is synced to the song tempo and Note is triggered by the start of any new note as played in the piano roll, so basically the LFO or modifier starts it's cycle on whichever mode you choose.
