I tried to make a custom chord in WF12. It didn't appear in the list. So I tried to do the same in WF11. After a few seconds of thinking, WF11 eventually showed both the custom chord I created in WF12 and also the one I created in WF11. When I went back to WF12, it showed the custom chord created in WF11. When I went back to WF11, it showed nothing.
It's a good thing I'm not terribly interested in creating custom chords because this behavior is crazypants.

Creating custom chords has been fixed by the Devs in a recent WF12 beta version ( not available to the public yet tho ). I personally haven't tested it between version WF11 & WF12 , but I'll download the last WF11 build and see if it works correctly and post my results back.
