Ableton Live and Logic get all the midi love. Gotta say though that in the last several years a lot of VSTi midi fx have been released so I am not so bothered about that. But my guess is that as early as 2024 or 2025 we will have the release of Loomer Architect! :tu: :)

This looks kind of interesting. https://www.waproduction.com/plugins/view/chords-pro. A bit more expensive than I am used to from WA. Plug in Boutique was showing $99 :o Price on WA direct was showing $44.90. Demo available that I will be trying shortly. This was released a while ago, but the "Notes" feature is a recent add ($5 upgrade to early buyers). Reuben Cornell gives an overview:

Recently, I've been demoing Audiomodern's Riffer. I'd slept on it because I thought it was a one trick pony, able to basically do one thing - create riffs. I couldn't have been more wrong. Setting four of them up to control a string quartet (SWAM), it was able to generate complete pieces with all the nuances and variations I expected. When I have time, I'll set up an orchestra rack in Kontakt in Cubase (probably limit it to 16 midi channels), set up 16 Riffers, then sit back and watch it do its thing...if my meager laptop can handle it, that is.

Maybe bit off topic, but i work with reason 4 (2007) to create new beats. It has an arp for patterns on behalf of chords and on the other hand there exist the matrix pattern sequencer. That tool allows to bend notes together, which can create interessting basslines for electronic music for example.
But in newer Version like Reason 12 you can run reason as standalone program or as vst plugin itself.
But for me Reason is the best enviroment, cause i can use cables to connect devices. So I know what I'm doing...

I also like to connect with cables so I cans see what is going on.
Also with cables it is easier to do crazy routings.

Riffer is incredibly powerful. Automating it is a complete winner, add in Gatekeeper for CC automation and you have an incredible midi sequencing system

Can you automate the random function on Riffer? I’ve been looking for random midi generators where the random function can be triggered externally without success. Does anybody know of a generator that will do this?

Its a bit difficult, but you can try to code your own tools. For an easy entry there exists a book by will pirkle. designing audio plugins in c++ or smth like this. It helped me a lot!
