It can unless the region is out of stock. We ship things to the UK all the time and we have plenty of local dealers in the UK.

Yes, that's the game IK plays. MODO Bass owners must pay if they want bug fixes and/or M1 support for their original purchase, even if they they don't want the new content. Instead of giving MODO BASS owners the option to update MODO BASS without the new content. MODO BASS 2 CS is just a poor substitute for handling this properly. It's a shell game.

I'm no fan of certain IK practices, don't care for their convoluted update mess between update "discounts', gear credits, and Jampoints. Their installation procedure is pretty flawed, making it a situation where the only solution left for me is to reinstall everything, and they charge to download your libraries after a certain amount off time, which is stupid etc. etc.

...but the fact is they always provide functionality with their free CS versions that load older content with minor improvements and bug fixes, which adds M1 compatibility to your Modo Bass. You're dead wrong about this, give it up.
