Turn off Keyboard Shortcuts?

Is there a way to turn off Keyboard Shortcuts? The reason I ask this is because when I try to save a Layout, it will often interpret a particular letter as a keyboard shortcut and not text entry. I end up with truncated names like "Compo" instead of "Composer". Oh, and it toggles Autoscroll.

Also, in attempting to create a new Layout I noticed that the state of the Master Track at the top is not saved. That's what I was trying to do, make a new Layout that removes the Master Track. I end up with a gibberish Layout name and I still have to manually toggle the visibility of the Master Track.

So... to recap simply:
1) The text entry for a Layout name should not be triggering keyboard shortcuts.
2) Layouts should save the state of the Master Track.
