Hi, I am trying tracktion, and was wondering how to set up an effect send on an audio track. I know how to place inline fx to a track, but not how to setup an effect sends. Looked in the docs too.

Tracktion itself doesn't support Sends (in the narrow sense).
You could do a Send-envirnoment using racks, or (simpler) you can try that fabulous "Senderella"

Depends upon the delay of the effect you're planning to use.
Example
If you're using SIR, then using senderella won't compensate for the fixed delay that SIR imposes (203 milliseconds of the top of my head)
You effectively end up with a 203ms pre-delay on your reverb (which may or may not be ok with your musical style)
Of course for "zero" delay effects, Senderella is IMHO the most eloquent solution (hats off to ModuLR - especially for the new "simple" version).
The alternative is (as previously mentioned) to wrap your filter in a rack and dump a copy of said rack on each track. It looks like you're running more than one copy of the effect but you're not so there's no impact on CPU usage.
You control the "send" level with the wet/dry controls within each rack instance.
