I'm not sure if it is a bug or UX issue.

I think from a user perspective, it would make more sense if the new created sequence was from 3 to 4, instead of the whole region and overlapping the previous sequence.

Double-clicking in between the loop markers creates a new clip over the loop.
If you want a new clip from a specific point to a specific point, double-click-drag the region you want.
In this example double-click-drag from 3 to 4.
