So I've been recording midi with waveform 11 free and having no problems, but for some reason now when I record a midi to a beat it is all off beat after I'm done recording it, but while I'm recording it its on beat. I'm not sure how it started and it never did it before. can anyone help me?

Your information is quite vague, but here are some places you can look that might help you solve your problem.
MIDI input settings have a Quantize and a Time Adjust that can change the timing of your input.
Settings -> Advanced -> MIDI - MIDi driver for MIDI timing. (default is no)
Settings -> Audio Devices the Sample Rate and Audio Buffer sizes might be having some effect.
Plugins with large delays might be having an effect. Have you tried recording with minimal plugins included in the Edit?

Surely there must be consensus by now...
