None of the Steinberg VSTs have been migrated to the new licensing system. They all still require the dongle (except for Halion Sonic SE of course).

Here is everything that is native so far: https://asaudio.tech/developer/28
Confused..
1) that list does have a few more than Hailon Sonic SE
2) I know with 100% certainty Backbone has.

That's very interesting. Because my version of Backbone, which I have as part of Absolute 5, is not listed for me, and still requires the dongle. The only thing I have listed in Activation Manager is Spectralayers 8.

This explains things. Steinberg is using Activation Manager as an e-License proxy for plugins purchased as part of the Absolute bundle. It lets Activation Manager determine if you have one of their new licenses, or an e-License license for that same product. Clever.

I would venture to guess that this is true of all the native plugins. Most likely, when the remaining plugins in Absolute go native, they will send out vouchers to migrate those licenses. This will probably happen with Halion 7.

did you go to your account and the voucher section? I put a screenshot above.

Your Backbone isn't there available for upgrade?

Just to be thorough, the listing for Steinberg’s latest version of Groove Agent 5 is v5.1.11. It is native silicon. There is also Groove Agent SE 5 which is also v5.1.11 and native silicon. The database only lists Groove Agent 5. GA5 has more features than GA5SE. Two different products.
