Yes, they're promoting it like a lot of developers do with their product managers, but if you read the fine print...

It’s actually not working for me and I have a certain feeling that is because I have a 2nd hand copy of Oddity 2. Did anybody who bought it through a transfer get the upgrade discount to work? The devs are unresponsive, unfortunately.

GForce have confirmed that 2nd hand license owners are not detected by their system. If you have a 2nd hand license of Oddity 2 and would like to upgrade to Oddity 3, you need to contact them through their support system. They will send you a coupon you can use.
