fixed by clicking on "add plugins" button directly and rescanning it.

Just bought Phase Plant and I have the exact same problem. However, I don't understand the fix. I always use the "add plugins" button directly to add any new plugin (is there another way to add plugins?). When trying to add Phase Plant I repeatedly get the null error and it's only added to the "Unrecognized" list of the VST Plugin Manager. With Phase Plant selected I use the "add plugins" button again which provides the Rescan option but MuLab still cannot create the vst instance (same null error). Can you please be more specific how you fixed it? I am using MuLab 9.0.59.

It should not make a difference how you add the VST 2 plugin to MuLab.
If a VST 2 plugin "returns null" then best to report this to the plugin dev.
I'm available for the plugin dev if they would need my assistance but i can't know the reason why the plugin returns null, the reason is inside the plugin.

Thanks for the prompt reply. I have sent a support request to Kilohearts but in the meantime my workaround within MuLab is to use Blue Cat Patchwork as a host for Phase Plant.

Not sure if it helps, but Phase plant vst64 works just fine here, ,but ,I tend to drag vst's from my vst64 folder that open on one of my monitors, across onto Mulab to load them. I only get something like "returns null" if I try to use a vst3 plugin.

Thanks. I tried drag and drop and that worked. Strange that the Plugin Manager method gives a null error if I try to add Phase Plant via the add plugin button. By default I add plugins via the Plugin Manager because I can simultaneously define the properties and categories. But after a drag and drop of Phase Plant I can still define those via the Manager as a separate step. Blue Cat Patchwork still comes in handy as a host for vst3 plugins within MuLab though...
