Is there a way to completely remove the "about" section in exported plug-ins?

You cannot remove it, but you can actually do your own "About" skin to avoid displaying the generic one. You can have a look at the original Plug'n Script data folder: there is an About folder there. You can do the exact same thing with your exported plug-in with your own graphics and text there.
